BENEFITS OF TQC CERTIFICATION
 
Major natural and man-made disasters often extend beyond the borders of a single country. A country hit by a disaster can launch an appeal to the international community for help when it is unable to properly handle the consequences. TQC can act as the facilitator element in the cooperation's efforts between countries and organizations through the use of a common language and a common knowledge and understanding. Cooperation is also essential to prevention, and the exchange of good practices in prevention and preparedness is the backbone of such cooperation.
 
TQC COMPETENCE FOCUS

The scope of International Emergency and Disaster Management (IEDM) is as wide as the globe is round. TIEMS encourages TQC candidates to gain exposure to the many aspects that comprise the field. For the TQC certification process, TIEMS has focused on seven competence areas in international emergency and disaster management as shown in the figure below.

TIEMS ACADEMY AND TQC LEARNING MATERIAL
 
TQC Applicants may acquire required Competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. As time goes by, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC Competencies. TIEMS Academy will guide the TQC Certification Candidates to relevant teaching material for their preparation for the TQC Certification.

TQC CANDIDATE STUDY AND EVALUATION GUIDE

The TQC Candidate Study and Evaluation Guide, will be available for the TQC Candidates, when they are logged into the TQC Web Platform. It provides the requirements and steps the Candidate has to go through on his/her way to TQC Certification, and include a wide range of references, together with a list of acronyms, covering many aspects of IEDM. Although the TQC exam will not cover all this material, it will help the candidate broaden their knowledge and better understand the exam topics. They also find references to the seven TQC Competence Areas, which the TQC Candidate needs to demonstrate knowledge in.

After the TQC candidate’s application has been accepted, the candidate will be asked to provide documentation and take an examination as part of a three-step evaluation process.

THE THREE STEP TQC EVALUATION PROCESS

  1. The candidate have to submit documentation showing evidence of their Education, Participation, and Contribution in emergency and disaster management. The requirements for this documentation are found below.
  1. The candidate need to prepare a Competency Area Summary, which will demonstrate, by reference to education or experience, testimonial letter, or study paper, competence in seven areas of international emergency and disaster management:
  • International Perspectives
  • Preparedness, Prevention, and Mitigation
  • Predictions and Early Warning
  • Emergency Operations
  • Public Warning
  • Search and Rescue
  • Recovery and Reconstruction
  1. The candidate will take an online, proctored, examination with questions taken from specific references covering four important and illustrative areas in international emergency and disaster management:
  •       The European Emergency Response Coordination Centre (ERCC)
  •       The SENDAI Framework for Disaster Risk Reduction
  •       ISO Standards in Emergency and Risk Management
  •       INSARAG Preparedness and Response Guidelines and Methodology

 BACKGROUND AND EXPERIENCE DOCUMENTATION

 To be eligible to take the TQC exam in order to be TQC certified, a candidate should provide evidence of Education, Participation, and Contribution:
 
 
Background and Experience Requirements
  • Education – one or more of the following:
    • Bachelor’s degree in science, engineering, social science or emergency/disaster management specialty (International Standard Classification of Education Level 6, e.g. a bachelor’s degree from a reputable university)
    • 50 hours of emergency/disaster management training in the last 5 years
    • A certification related to emergency/disaster management at the national level
    • One or more courses provided by TIEMS Academy
  • Participation – 3 years’ experience as a first responder, volunteer, educator, leader, or other activity, practical or academic, directly involved with emergency/disaster management, in the last 6 years.
  • Contribution – one or more of the following:
    • At least 5 publications or speaking engagements in emergency/disaster management
    • Participation as leader or board member of an organization that participates in emergency/disaster management
    • Teaching emergency/disaster management
     
  • The Applicant is encouraged to identify international aspects in any of the above
 

Applicants will be required to provide the following documentation

  • Copies of educational degrees, certificates, and/or transcripts
  • Copies of courses diploma provided by TIEMS Academy or any teaching institution
  • A CV including professional or volunteer experience applicable to TQC, together with websites, personal references, or other information that can verify applicant participation. The CV shall be produced in Europass EU Format, so please, use the following link: https://europass.cedefop.europa.eu/. Download the resulting pdf file, which later shall be uploaded to the TQC Web Platform
  • Copies of applicable certifications in emergency/disaster management
  • A summary of emergency/disaster management contributions including publications, presentations, courses taught, board or leadership roles
  • Two professional references who can verify applicant contributions
  • Any additional documentation needed to show the candidate meets the background and experience requirements shown above

COMPETENCE AREA SUMMARY

The Candidate need to prepare and submit a Competence Area Summary, to demonstrate competence in each of seven TQC Competence Areas in international emergency and disaster management listed above. Candidates are not expected to be experts in all of these areas, but instead to be able to demonstrate a minimum understanding of each area according to the Competence Compliance Guidelines.

If a Candidate has not acquired a specific competence, they have the option of acquiring it through study, and demonstrating it through an analysis report submitted as part of their Competence Area Summary.

TQC APPLICATION AND COMPLIANCE PROCESS

The TQC Application and Compliance Process comprises the four first steps (1 - 4) in the full TQC certification process:

A TQC Applicant who decides to apply for TQC Certification interacts with TQC Certification Board by filling out the TQC Application Form accessed from TIEMS web-site and by this communicate interest in TQC Certification.
The TQC Certification Board evaluate the Applicants TQC Application Form and if finding him/her qualified, sends him a “username” and “password” for access to the TQC Web Platform. He/she then needs to upload all the required documentation described above, to the TQC Web Platform. The TQC Compliance Board assesses all Applicant's documentation and follows the Compliance Rules to verify that it is compliant. At the end of STEP 4, the TQC Compliance Board  issues the Compliance Report, and if compliant gives the candidate "green light" to continue the TQC certification process, or the TQC Compliance Board will provide feedback to the applicant to help him/her to correct deficiencies, where possible, before the candidate can continue the TQC certification process.

 TQC EXAMINATION AND APPROVAL PROCESS

TQC Applicants may acquire required Competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. TIEMS Academy will be available to the Candidate, when logged into the TQC Web Platform, and here the Candidate will finnd some relevant courses for his/her preparation for the TQC Exam. As time goes by, TIEMS Academy will be filled up with more and more relevant courses.

The TQC Examination and Approval Process comprises the four last steps (5- 8) in the full TQC certification process:

The TQC Examination Board reviews the Compliance Report and works with the Applicant to set up and administer a proctored on-line exam according to the TQC Candidate Study and Evaluation Guide. After the exam, the TQC Examination Board issues an Examination Report. The TQC Certification Board assesses the Applicant's Compliance and Examination Documentation, and decides whether to award TQC Certification to the Applicant. The TQC Certification Board completes its activity by issuing the Certification Report.

The Applicant is informed about TQC application and examination results, and either awarded TIEMS International Certification - TQC or advised that he/she failed to pass the TQC examination, and that he/she can reapply for TQC certification at a later stage, having improved his/her skills required by the TQC Competencies. The TQC Certification Board will inform the Applicant.

TQC Exam

Examination Criteria TQC Re-Certification

The exam questions will focus on emergency management principles and practices reflected in the Examination Competence Framework and background knowledge reflected in the TQC Candidate Study and Evaluation Guide.

The exam will consist of 50 multiple-choice questions and 10 essay questions. Each multiple choice question will have four possible responses. The examinee must choose the best answer. For the essay question the examinee has to answer with a free text of minimum 100 words.

The exam must be completed in less than 4 - four hours in order to “pass”, and the examinee must score 67% or better on the multiple-choice questions and 67% or better in the essay questions.

TIEMS International Certification - TQC is valid for three (3) years.

In case of re-certification, the TQC Certification Board will mostly be involved in asking the TQC certified person to submit the Re-Certification Form, if he/she intends to maintain his/her certification. The TQC Certification Board evaluates the TQC certified person’s experience and education/training during the 3 years TQC certification period, and issues a Re-Certification Certificate, or asks the candidate to take the Re-Certification Exam. In the latter case, the evaluation will follow the same procedure, but simpler, as with a new TQC certification.
 
TQC Cost Policy

TIEMS general policy is that education and certification in emergency and disaster management should be affordable by most, and therefore the cost of being TQC certified will be kept at a minimum, covering only the cost to TIEMS for offering and maintaining the TQC service.

The price to become TQC certified, TQC Certification Fee, will be decided later when TIEMS has an overview of the costs involved. This will be evaluated in the TQC Test Period together with the TQC Test Candidates.

It is required that before the TQC Certification Board will initiate the TQC certification process for the Applicant, the Applicant must become a TIEMS Member, and the Applicant need to pay a TQC Certification Fee to cover the costs of the certification process. After the Applicant has passed the TQC exam, his/her TIEMS membership will be upgraded to TIEMS Professional Certified Member.

If the TQC Applicant fails to fulfill the compliance requirements, as described in the section TIEMS International Certification - TQC Compliance, 50% of the TQC Certification Fee will be refunded. The kept fee is to cover the expenses incurred by TIEMS personnel by evaluating the Applicant’s compliance requirements.

It is also to be understood that TIEMS does not guarantee that an applicant’s certification will be successful. No claim of liability, in any shape of form, can be made by any applicant against TIEMS and/or any of its officers who are part of the TQC process(es).

TIEMS is a voluntary organization, and all its directors, officers and members work for free with developing the organization and its activities. Concerning TIEMS International Certification - TQC, the TQC Applicants may acquire required competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. As time goes by, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC Competencies and references to places where the candidates can find relevant courses/studies for their preparation for TQC certification. TIEMS aims to make TQC an international effort and cooperation project, and TIEMS has therefore reached out worldwide in order to find International Education Partners, among universities and training institutions and other institutions and companies, which provide teaching/courses in emergency management and disaster response and can add value to TQC teaching courses/material. A Memorandum of Understanding (MOU) is guiding the cooperation between TIEMS and these International Education Partners, and below is a presentation of those institutions TIEMS has an agreement with at present. Other teaching institutions with interest in TIEMS International Certification - TQC, and which provide teaching/courses in this field, are welcome to join us in the TQC development and spread out internationally. Health Physics at Illinois Tech

Illinois Institute of Technology, one of North America’s leaders in online radiation safety and protection educational programs, now offers a Master of Health Physics degree with Specialization in Radiological Security, Emergency Preparedness and Response (RSEPR). This new track expands Illinois Tech’s well-established Master of Health Physics program (1997) to address radiological security and emergency areas. The specialization is based on Illinois Tech’s core health physics curriculum which includes applying radiation protection principles, implementing radiation protection programs, and assessing radiation exposure and human health risks. TIEMS International Certification - TQC is available on the TQC Web Platform. The Candidates Application and Validation and Access to TQC Learning Material and the final Examination will be done on-line the TQC Web Platform.

The figure below illustrates the capability and functions of the TQC Web Platform and its link to TIEMS web site. The figure indicates the functions involved for the Candidate from Application, through Compliance and TQC Examintion, and to finally being awarded TIEMS International Certification - TQC Diploma.

 HOW TO APPLY FOR AND START THE TIEMS INTERNATIONAL CERTIFICATION - TQC PROCESS

First of all familiarise yourself with the requirements and process of applying for TIEMS International Certification - TQC, by reading carefully all information on below links:

Please, note that you need to be a TIEMS member in good standing (paid membership), before your TQC application will be processed by the TQC Certification Board. Please, use the following link to become a TIEMS member: Becoming a TIEMS Member
 
To start the process for applying for TIEMS International Certification - TQC, please, answer the questions and send the TQC Application Form which you find on the following link: TQC Application Form
 
The TQC Certification Board will evaluate your TQC Application Form within 7 days, and if accepted, you will receive, to your e-mail address, a unique Password and Username, which is to be used when logging in to the TQC WEB Platform and continue your TQC application process.

If your TQC Application Form is not accepted by the TQC Certification Board, you will be advised on how you can improve your qualifications before applying again for TQC Certification.
