TIEMS believes that education and training is the key to improved resilience worldwide. TIEMS is therefore offering a comprehensive international education, training and certification program. TIEMS wants to promote an internationally shared understanding of emergency management elements, systems, qualifications, and terminology, and this is embedded in TIEMS TQC Certification, or the full name; TIEMS TQC International Certification – Operations and Good Practise.
 
TQC stands for – TIEMS QIEDM Certification  where QIEMD is "Qualifications in International Emergency and Disaster Management".
 
TQC Mission and Vision
 
MISSION:
  • To promote the development of certification of internationally accepted good practices of global emergency and disaster management methodologies and good practices. Furthermore, to encourage collaboration in the spheres of scientific, critical thinking, humanitarian and economic activities relating to international emergency and disaster management, preparedness, risk reduction, response and recovery
VISION:
  • The TIEMS TQC Certification is to be the leading international emergency and disaster management certification program
  • The TIEMS TQC Certification shall promote an international agreement of standardization of emergency and disaster management operations and good practice

 TIEMS TQC Certification

  • The TQC Curriculum will be comprised of both theoretical and practical courses and hands on training
  • Courses will be offered by TIEMS in cooperation with Universities and Training Institutions and Industry worldwide
  • Candidates must receive a passing grade on the TQC Certification Exam to become TIEMS TQC Certified
  • TIEMS Chapters will be responsible for adding local/national competences to the TQC Curriculum

Once a review is performed of all submitted documentation and a passing grade is achieved on the certification exam, the TIEMS TQC Certification Diploma will be awarded by TIEMS TQC Certification Body.

Recertification will be required every three (3) years.

  • Being Certified in Emergency Management/Disaster Response or Similar by Another Certifying Institution Approved by TIEMS
       or
  • Document a Practical or Theoretical Background in Emergency and Disaster Management for a minimum of 4 years
  • Provide a Letter of Recommendation to TIEMS TQC Certification Body from a Current or Former Employer

Background Information

TIEMS has concluded a survey, which asked the international emergency management and disaster response community experts to give their opinion on content and structure of TIEMS TQC Certification, and the report with the conclusions  of this survey is find below.

TQC Survey Findings

TIEMS TQC Curriculum requirements will cover the different aspects of emergency and risk management recognized standards and best practise in an international perspective, related to all phases of the emergency and risk management cycles. Two of TIEMS overall education goals are; "Develop a Curriculum for TIEMS TQC Certification, through Worldwide Cooperation" and "Contribute to Capacity Building in Countries where little or no Education and Training in Emergency Management and Disaster Response (EMDR) is Available". These goals are guiding TIEMS in establishing TIEMS International Education Network. TIEMS recognizes many excellent educationa (B.Sc. and M.Sc.) programs and training centers worldwide offering education and training in EMDR, and TIEMS is seeking cooperation with the best ones for fulfilling above goals, and establishing TIEMS International Education Network. Through this network, and TIEMS own courses, TIEMS intends to offer the courses and training necessary for preparing the TIEMS TQC Certification candidates for their education and examination to become TIEMS TQC Certified.

As shown in above figure, TIEMS Education network comprises the following institutions worldwide offering courses and training in Emergency Management and Disaster Response (EMDR):

  • TIEMS Chapter Network of Mandatory Preparation Courses (TCNMP) for TQC Certification
  • TIEMS International Education Network of Excellence (TIENE) - Educational Institutions worldwide, which are TQC Certified by TIEMS, and which are offering the full range of  the courses recommended in TIEMS TQC Curriculum
  • Education Institutions worldwide offering M.Sc. or B.Sc. programs in EMDR, which are TIEMS Recommended and Recognized Education Insitutions (TRREI), and which are offering part of the recommended education courses in TIEMS TQC Certification Curriculum.

 TIEMS is recommending all courses to be offered on-line, but will also accept courses to be taught in classrooms.

How to build a TIEMS TQC Curricula

The Candidates for TIEMS TQC Certification can build a TQC Curricula the following ways as indicated in above figure:

  • The courses and integrated programs offered by “One Education Institution” belonging to TIENE.
  • Different courses and integrated programs offered by “Different Education Institutions” belonging to TIENE.
  • Different courses and integrated programs offered by “Different Education Institutions” belonging to TRREI
  • Candidates, with extensive experienec in EMDR or who already have other certifications covering EMDR, may apply to be TIEMS TQC Certified, without attending any TIEMS TQC Certification Curricula courses.

Howevver, TIEMS Mandatory Preparation Courses need to be added to above Curricula building, and will be offered by an institution in TCNMP.

Through its courses and integrated programs, TIENE and TRREI serves together with TIEMS as the international focal point for the development and delivery of emergency management training to enhance the capabilities of State, Local, and Government Officials; Volunteer Organizations; and the public and private sectors to minimize the impact of disasters and emergencies on the public. TIENE and TRREI serves together with TIEMS the international emergency management community, offering courses to help build critical skills that emergency managers need to function effectively in mass consequence events.

TIEMS TQC Certification Curriculum will be developed together with TIEMS Education Partners worldwide, comprising universities and training institutions and other institutions and companies, which can add value to TIEMS TQC Certification Curriculum. A Memorandum of Understanding (MOU) will guide the cooperation between TIEMS and these Education Partners, and below is a presentation of those insitutions TIEMS has agreed a MOU with at present. New Partners with interest in TIEMS TQC Certification development are welcome.

In 1890, when advanced education was often reserved for society's elite, Chicago minister Frank Wakely Gunsaulus delivered what came to be known as the "Million Dollar Sermon." From the pulpit of his South Side church, near the site Illinois Institute of Technology now occupies, Gunsaulus said that with a million dollars he could build a school where students of all backgrounds could prepare for meaningful roles in a changing industrial society.

Inspired by Gunsaulus' vision, Philip Danforth Armour, Sr. (1832-1901) gave $1 million to found the Armour Institute—and Armour, his wife, Malvina Belle Ogden Armour (1842-1927) and their son J. (Jonathan) Ogden Armour (1863-1927) continued to support the university in its early years. When Armour Institute opened in 1893, it offered professional courses in engineering, chemistry, architecture and library science.

Illinois Tech was created in 1940 by the merger of Armour Institute and Lewis Institute. Located on the west side of Chicago, Lewis Institute, established in 1895 by the estate of hardware merchant and investor Allen C. Lewis, offered liberal arts as well as science and engineering courses for both men and women. At separate meetings held by their respective boards on Oct. 26, 1939, the trustees of Armour and Lewis voted to merge the two colleges. A Cook County circuit court decision on April 23, 1940 solidified the merger.
