TIEMS Korea Chapter

Status of the Organization
 
     Purpose of Establishment
              The Korean Society of Disaster and Security (KSDS) promotes the academic and technological development in the areas of disaster and safety. The purpose of the organization is to secure the social safety continuity through protection of people from disaster.
              KSDS enhances stability and convenience of national infrastructure by establishing the Disaster Prevention and Safety Standards in the public and private sectors.
Legal Basis of Establishment
               Civil Law code section 32 (Establishment and Permission of Non-profit Organization) scholarship, religion, charity, handcrafts and other non-profit purposed private organization or foundation can be granted a permit by a competent authority to claim itself a corporate body.

Characteristic of the Organization
In order to protect civil life and property from disasters, the organization has been founded under the name of the Korean Society of Disaster Management Standards.
In January 2007, it academically integrates with natural, social, cultural sciences to define and spread disaster management standards domestically and internationally for the purpose of disaster resilience.
 
Since October in 2009, we joined the International Emergency Management Society (TIEMS) as a Korea Chapter and participated in symposiums around the globe, mainly about various disasters in global society.
 
On September 30th 2013, the organization has been renamed as the Korean Society of Disaster and Security. We currently lead academic research activities on disaster management, disaster resilience, and risk management with experts in disaster prevention and safety fields. We have participated in disaster prevention and safety forums for twenty times, and held the Hazard Safety Training Education Forum every year since November 2014. By conducting academic research and consultation of setting agenda needed for disaster resilience, risk management, and disaster management, we are supporting the Ministry of Public Safety and Security about their agenda settings.
 
In the case of social issues such as the sinking of Sewol ferry in April 2014, we seek ways of coordinating public and private sector to encourage social consensus through disaster prevention and safety forums; When various forms of disaster, risk, and hazard occur, we open forum, special seminar, and workshop about improving law and system to devise a method for tackling down issues with industrial experts.
The organization conducts academic research activities in the field of natural disaster and social disaster including fire, maritime, and social safety and cooperates with other organizations such as the Ministry of Public Safety and Security, Korean Agency for Technology and Standards. We dedicate to society by proposing the importance of agenda setting for disaster resilience, risk management, risk management manual, and restoration system. We ensure civil life and property by increasing awareness about public safety through broadcasting.

Approximately 450 members (Main sectors of members : natural, social disaster, landslide, slope hazard, damage from storm and flood, prevention of tsunami, the ground, special disaster, disaster prevention business, BCM, earthquake, fire, gas, social safety, and other field related to disaster)

60 members (Chairman: 1, Vice-chairman: 7, Personnel of general affairs: 2, Head of research institute: 1, Advisor: 2, members of board of director: 47)

  1. Establishment of the disaster prevention and safety standards and development of terminologies in the public and private sectors.
  2. Research and investigation on the development of disasters, hazards, and safety technologies.
  3. Publication of journals, research papers, and books regarding disaster prevention and safety management.
  4. Holding research conferences, lectures, workshops, and exhibitions about disaster prevention and safety management.
  5. Conducting consignment research, consultation, and academic evaluation programs regarding disaster prevention and safety management.

  7. The introduction of ISO disaster prevention and safety management standards.
  8. Establishment and operation of the disaster prevention and safety management research institute.
  9. Establishment and operation of the education and training center for disaster prevention and safety management.

TIEMS China Chapter

Establishment of TIEMS China ChapterChina Flag

At the end of April, 2009, TIEMS China Chapter was officially approved. On June 9, 2009, at the opening ceremony of the 16th International Annual Conference of TIEMS, Mr. K. Harald Drager, TIEMS president, officially announced the approval of the establishment of TIEMS China Chapter and issued the certificate to TIEMS China Chapter.
 
TIEMS China Chapter brings together specialists, scholars and government officials in the field of emergency management. It is committed to promoting the application of international advanced emergency management concepts, theories and methodologies in emergency management to improve the development level of emergency management mechanism and system in China through participating in international cooperation and learning advanced technologies in crisis prevention and disaster mitigation. It also aims to introduce the emergency management theories and cases in China to the world to let the world know more about China’s emergency management.

Organization

Network Department:

Responsible for managing TIEMS’s international website and Chinese website; establishing the TIEMS database (including papers, conference presentations and membership information etc.); regularly carrying out surveys on member’s satisfaction and suggestions and feeding back the information of members.

Conference and Exhibition Department:

Responsible for daily affairs related to president meetings and exhibitions.

Membership Management Department:

Is responsible for recruiting and managing members and member units and establishing branches and special branches in all provinces.

Academic Publishing Deptartment:

Organizing members to carry out academic discussions, exchanges and trainings; regularly providing the latest information to members; organizing members to write and publish academic books; publishing academic papers on TIEMS’s well-known foreign media.

Qualification Attesting Department:

Carrying out trainings and attesting for “Qualification Certificate for International Emergency (Disaster) Management Personnel".

Main Missions

  1. Issue the environmental investigation and assessment reports in the area where an emergency event occurs and investigate the possibility of recovery within the area and ensure the environment integrity
  2. Establish extensive cooperation relationships with universities, research institutes, information organizations, technical book and journal publishers, industrial associations, government and non-governmental organizations and enterprises
  3. Assist the implementation of research projects in related areas arousing regional, domestic and international attentions
  4. Provide professional knowledge for related activities in research, analysis monitoring, assessment and other areas of environmental protection
  5. Hold lectures, seminars, courses and conferences after communicating and coordinating with TIEMS headquarter
  6. Carry out interdisciplinary research projects
  7. Raise and allocate scholarships for young experts
  8. Organize professional learning and visits worldwide
  9. Provide financial support for special academic activities
  10. Print related journals and books on tasks supported by countries or regions
  11. Establish contact with the necessary international societies
  12. Create network connections and carry out webpage website maintenance and academic database updating for TIEMS’s working departments

TIEMS Japan Chapter

Establishment of TIEMS Japan Chapter
TIEMS Japan Chapter was established on May 2012. There are already over five hundred members, and the President of the chapter is Prof. Haruo Hayashi from Disaster Prevention Research Institute Kyoto University.
 
On 22th and 23rd May 2012, the commemorative symposium was held for the establishment of the chapter and the three mission objectives of the Japan Chapter were set up.
 
  1. Create a place for exchange of information between the researchers and the professionals in connection with risk management
  2. To promote practice of the risk management in an international framework
  3. Spread and set focus on research and development of risk management/disaster prevention and promote standardization
 
TIEMS Japan Chapter Membership
Most of TIEMS Japan Chapter members are expert managers, response personnel, practitioners, consultants, and other interested parties within Emergency and Disaster Management. Firemen, administration officials and university professors are included as well. TIEMS Japan Chapter sends e-mail newsletters to over five hundred members regularly.
 
Public Conferences
TIEMS Japan Chapter held  the following public conferences lately to achieve our mission:
  1. The 1st conference was held on 17th Oct 2012. The theme of the 1st conference was “Emergency Pesponse” and 150 people attended. Prof. Hayashi reported “Incident command system in the US” , Mr. Kumamaru (Vise Director of Fire force in United States Army Camp Zama) reported “Practice of the ICS”. Person in charge of Emergency Management from Nissan and Hitachi also reported about their emergency response plans
  2. The 2nd conference was held on 25th Jan 2013. The theme was “Design of Emergency Operating Center (EOC)” and 150 people attended. Associate Prof. Maki (Chief secretariat of TIEMS Japan Chapter/Assistant Professor of Disaster Prevention Research Institute Kyoto University) reported “Design of EOC and information at the time of disaster”. A local government representative, Panasonic and Gas company were present and reported about EOC and disaster responses of their own.
TIEMS Japan Chapter is planning to hold conferences focused on operational information, command and control and cooperation and coordination based on ISO22320 in 2013.
 
TIEMS 2014 Annual Conference in Niigata
TIEMS annual conference 2014 will take place in Niigata, Japan. It will be held at Niigata convention center in October 2014. The time of the conference will be commemorative as it will be the tenth year from “Chuetsu Earthquake”, one of the biggest earthquakes in Japan.
 
  Over 19,000 lives were lost in the Great East Japan Earthquake and Tsunami in 2011, and we all reaffirm the significance of emergency response and recovery, and we have developed the ability to learn constructive lessons of the usage of GIS from Chuetsu Earthquake.
 
The Japanese Government has continuously been researching about Emergency Response as a national project after the Great Hanshin Earthquake. Chuetsu Earthquake was the first large-scale disaster since then.
 
We will report and discuss about the front line research for Emergency Response and international framework of Emergency Response at TIEMS annual conference 2014. We are looking forward to many people taking the opportunity to attend.

TIEMS IRAQ Chapter was established in October 2011, to be the source of information, support, and expertise for people and emergency management professionals at all levels of government and the private sectors who prepare for, mitigate, respond to, recover from, and provide products and services for all emergencies, disasters, and threats.
 
What Is TIEMS IRAQ Chapter?
TIEMS-IRAQ is a nonpartisan, nonprofit association dedicated to enhancing public safety by improving the nation's ability to prepare for, respond to, and recover from all emergencies, disasters, and threats to our nation's security. TIEMS IRAQ Chapter is the professional association of and for emergency management directors from all 18 of Iraq provinces. TIEMS-IRAQ provides national leadership and expertise in comprehensive emergency management; serves as a vital emergency management information and assistance resource; and advances continuous improvement in emergency management through strategic partnerships, innovative programs, and collaborative positions.
